The Senior Cost & Scheduling Engineer reports to the Associate Director, Cost & Schedule Engineering in Global Engineering. The position encompasses estimating, cost control, and change order management The individual will be accountable for developing and reviewing project estimates and providing cost management on projects in a fast paced environment.

The Senior Cost & Scheduling Engineer is accountable for the following:

• Perform estimating activities in support of Global Engineering to provide reliable information for effective planning and optimal control processes. Oversee and reconcile the preparation of estimates by outside firms (both conceptual and detailed). Prepare conceptual estimates for projects at early stages. Conduct reviews and analyses. Ensure good documentation.

• Assist in the development of estimating guidelines, procedures, standards, tools, and templates. Develop estimating coordination procedures for use in contracts with A/E and CM firms.

• Ensure that all project cost scope development and estimating, cost reporting activities comply with corporate capital governance requirements.

• Interface/liaison with project management, client division, A/E firms, CM firms, subcontractors, etc. on cost scope development and estimates as required.

• Perform cost management activities in support of Global Engineering projects to provide proactive and accurate information to teams. Ensure proactive problem identification and analysis.

• Assist in the development and implementation cost and schedule engineering guidelines, procedures, business processes, systems and tools that enable the accurate and efficient evaluation of project performance and optimize the delivery of projects from inception through licensure. Monitor, evaluate, improve and maintain, as assigned, cost and schedule engineering programs, including staffing, forecasting, cost control and risk management systems, procedures and tools, leading to Best-in-Class execution for project delivery.

• Provide guidance to ensure business process systems (hardware and software) are in place to support effective cost and schedule engineering.

• Support development of standard monthly reports for Global Engineering & Facilities SVP and his/her management team through regular status reports. Develop and maintain status reports including: cost financial analysis and forecasts, cash flows, contingency/management reserve rundown/trends, plus project risk assessments impacting schedule and cost.

• Support the implementation of trend and change management programs and procedures for applying to cost analysis and projections.

• Analyze claims and value engineering proposals relative to potential effects and impacts within cost and schedule requirements.

• Provide proactive communications to ensure Global Engineering & Facilities leadership is appraised knowledgeable re cost estimating trends on approved projects.

• Establish strong alliances and partnerships with appropriate capital project teams.

• Support Corporate Capital Planning and Forecasting, with required information, including trend and forecasted cost analysis.

BS Degree in Engineering (Chemical , Process or Mechanical degree preferred). Construction Management or equivalent experience.

EXPERIENCE:

• Minimum 8 years cost engineering related experience.
• Minimum of 4 years of actual Bio-Tech/Pharma projects experience.
• Experience in various estimating software systems and reference documentation.
• Strong project management experience working across multiple functions.
• Experience with resource loading and earned value management systems, experience with Microsoft Office Suite and MS Project Software and/or P3 or P6is a plus.
• Hands-on experience with cost and schedule risk analysis programs, such as “@Risk” and “Pertmaster” software is a plus.

JOB REQUIREMENTS: COMPETENCIES/SKILLS:

• Solid knowledge in estimatingand cost management. Fundamental knowledge in planning / scheduling is a plus.
• Excellent interpersonal and communications skills. Able to work in a cross-functional role within all project and management organizations.
• Proven team player, willing to consider and accept other views and concepts in reaching critical decisions.
• Willingness to accept and drive change.
• Strong initiative and leadership qualities.
• High energy, passionate advocate of Cost Engineering.
• Certification in Cost Engineering a plus.
